Combine the first 7 ingredients in a small saucepan; bring to a boil. Reduce heat and simmer, covered, for 15 minutes. Remove from heat and cool completely. Place flank steak in a shallow glass baking dish; pour cooled marinade over the meat. Marinate for at least 1 hour at room temperature. Prepare the grill for cooking. Pour marinade from steak into small bowl. Tie a bunch of fresh herb with string to make a basting brush. Grill steak 4 inches from coals, basting with reserved marinade using herb "brush". Cook for 5 minutes per side for rare, 7 minutes for medium, or 9 minutes for well done. Slice diagonally across the grain into thin slices and serve with garlic bread.
