cover chiles with warm water. Let stand until softened, about 30min. Strain liquid; reserve. Remove stems, seeds and membranes from chiles. Cook and stir onion and garlic in oil in 2 qu sauce panuntil onion is tender. Stir in chiles, 2 cups of reserved liquid, and the remaining ingredients. Heat to boiling; reduce heat. Simmer uncovered 20min; cool. Pour into food processor workbowl fitted with a steel blade or into blender container; cover and process until smooth. Refrigerate if not using immediately. Good for 10days.
