In bowl, blend together, butter, honey, egg and vanilla; stir in oat flour mixture, remaining rolled oats, and raisins if using. Drop heaping teaspoonfuls at a time about 1 inch apart on baking sheet. Flatten to 1/4 inch thickness; decorate with pecan halves (if using). Bake in 375 F oven until lightly browned at edges (about 20 minutes). Let cool slightly on sheet; transfer to rack to let cool completely.
