In a lg kettle, cook noodles according to package instructions. Drain noodles, rinse under cool running water, then drain again. Reserve noodles, covered.
In a heavy sauce pan, combine tomato sauce, garlic, 1 tb each fresh oregano and basil and salt and pepper to taste. Bring sauce to a simmer over md heat; reduce heat and simmer sauce, covered 30 minutes.
Preheat oven to 350 F.
Coat bottom a 13 x 9 inch baking pan or lasagna pan with a thick layer of tomato sauce. Layer lasagna as follows: For base, 2 layers of noodles, then liver, ricotta, mozzarella, some of the remaining fresh herbs, and tomato sauce. For succeeding layers, use only a single layer of noodles. Top lasagna with a layer of sauce.
Cover pan tightly with foil and bake lasagna 30 minutes. Remove foil and bake 10 minutes longer. Remove pan from oven and allow lasagna to cool slightly before serving. Make 2 qt lasagna.
