In top of double boiler over simmering water, combine 8 ounce bar Hershey's Milk Chocolate, 4T butter and 1 cup peanut butter. Stir until melted. Put 1 cup of peanut butter into heat-proof cup and set in pan of hot water till melted and of pouring consistency. Cut cupcake liners with scissors to 1" high. Place 1 T chocolate mixture in bottom of each liner and then 1 T of the melted peanut butter and finally 1 T of the melted chocolate mixture. Let stand until set. Refrigerate until firm.
