Preheat oven to 350. Grease or paper line 2 12 c muffin tins. Combine flour, sugar, baking powder, salt in a bowl. Meanwhile, whisk oil, milk, eggs, and extract in another bowl til smooth. Add dry ingred. Mixing til moist. Very gently stir in all the poppy seeds. Fill muffin tins, and bake for approx. 30 min. Serve warm or cold.
