sesame oil and red chilies. Place steak in a plastic bag; add marinade. Close bag securely and marinate 15 minutes. Pour off marinade; reserve. Heat nonstick skillet over medium heat 5 minutes. Add steak and cook 12 to 15 minutes for rare (140 degrees F.) to medium (160 degrees F.), turning once. Remove steak and keep it warm. Dissolve 2 ts. Cornstarch in reserved marinade and add 1/4 cup water. Add the mixture to the skillet. Bring to a boil, stirring constantly. Stir in the noodles.
Carve the steak into thin slices and serve over the noodles. Sprinkle with the green onion tops or cilantro.
