In saucepan combine sugar, cocoa and flour. Add water and milk and stir untilsmooth. Cook over medium heat, stirring constantly until mixture comes to a boil. Cook thick about 1 min. Remove from heat and stir in vanilla. Cool to room temp before serving. May be chilled too. Serves 4 to 6. My kids love this. It is the next step down from chocolate mousse. Garnish with a dollop of whipped cream.
