Preheat oven to 350°. For crust, mix flour, sugar and butter; press into an 11"x7" baking pan. Bake for 5 minutes. Remove from oven. Increase oven heat to 450°F.
To make the topping, simmer sugar and syrup for 5 minutes. Mix in the rest of the ingredients; pour over base. Bake for 10 minutes; reduce heat to 350°F and bake for 20 minutes.
