Topping: In medium saucepan, combine all ingredients. Stir to dissolve sugar and bring to boil. Remove from heat and set aside.
Batter: In mixing bowl, combine all ingredients except nuts. Spread into greased 8 inch square cake pan. Pour warm topping over and sprinkle with nuts, if using.
