Mix well all of the above. Press 1/2 the mixture in a 13 x 9 inch pan that has been greased. Save the other 1/2 back. Make the topping, and press lightly down.
Topping: Cook over low heat in a saucepan for about 10 minutes. Then spread evenly on the bottom layer, (as indicated above).
Take the set aside oat mixture, spread evenly over the top, press down lightly. Bake at 400 for 25-30 minutes. Cool. Then cut into bars.
