Mix all dry ingredients in one bowl. Add liquid ingredients. Mix until well blended. Pour into three 8 inch round pans sprayed with cooking spray. Bake at 350° for 30 minutes. Cool in pans 10 minutes, remove layers from pans and cool Completely. Spread filling between layers. Spread top and sides of the cake with Chocolate Orange Frosting. Garnish with oranges dipped in melted chocolate.
