Melt butter & add sugar; boil over low heat 2 minutes, stirring constantly. Stir in milk & bring to a boil, stirring constantly. Sift confectioner's sugar & gradually add to butter mixture. Beat until thick enough to put in pan (for candy) or spread on cake. If too thick, add a small amount of water.
