wash the rice in several waters. Combine the water and salt in a sucepan and bring to a boil. Add the rice gradually and boil for 15 minutes. Drain. Return the rice to the saucepan and add the sugar, raisins and half the milk. Mix well and cook over low heat until creamy and thick, about 15 min. Add the remaing milk and reduce till almost dry but still creamy. Add the lemon rind, mix lightly. Serve hot or cold, sprinkled with cinnamon.
