Mix sugars, butter and oil, then add eggs. Cook raisins with a little water, until raisins are plumped up. Drain, retaining 5 Tablespoons of liquid from the raisins. Dissolve soda in raisin juice. Mix together dry ingredients. Add alternately with raisin juice, then add raisins. Drop by teaspoon on greased cookie sheets.
