Preheat the oven to 350 degrees. In a large skillet, brown the ground beef, onion, and bell pepper over medium-high heat until no pink remains in the meat. Drain off the excess liquid and add the remaining ingredients; stir until well combined, then bring to a boil. Pour into a 9" x 13" baking dish that has been coated with nonstick vegetable spray and bake for 1 hour until thoroughly heated and bubbly.
