Mix meat, 1 tbsp chili powder, tomato sauce; set aside. Mix cornmeal, shortening as a pie crust. Stir in chili powder. Add boiling water to get desired consistency (wet enough to pat out on tamale paper). Put tamale paper in container, pour hot water over them. Add oil to water. Start rolling tamales: Lay terry towel on counter. Place 1 tamale paper on towel. Place ball (size of a lemon) of cornmeal on paper. Pat ball out with wet fingers into rectangle. Place meat in center of cornmeal. Roll edge of paper and cornmeal over meat. Place in boiling water for 45 min. Let cool. Freeze.
