Prepare pasta according to package directions;drain. While pasta is cooking, brown ground beef; drain. Stir in taco seasoning and 1/2 cup water. Reduce heat to low; simmer 8-10 minutes, until beef is cooked and most of liquid has evaporated, stirring occasionally. Stir in chiles. Cool slightly.
Spray 13x9-inch baking dish with vegetable spray. In medium bowl, gently mix cheese, sour cream and olives. Spread 1/2 of the beef mixture onto bottom of dish; cover with 3 noodles and layers of 1/2 each of the refried beans and cheese mixture. Top with 3 noodles and layers of the remaining beef mixture, beans and cheese mixture; sprinkle with Parmesan cheese, if desired. Bake at 350 degrees, 30-40 minutes or until hot and bubbly. Let stand 10 minutes before cutting to serve.
